Job Responsibilities1. Assist the project manager in supervising the project department to implement national safety policies, laws and regulations, establish and improve the project safety production responsibility system, clarify the safety responsibilities of managers at all levels and subcontractors, and supervise their effective implementation. 2. Be responsible for organizing the establishment, improvement and continuous optimization of the project safety, environmental and occupational health and safety management systems as well as safety standardization management, organize the management review of ongoing projects and the implementation of improvement measures, supervise the implementation of safety responsibility systems at all levels, and ensure the project department achieves safety production objectives. 3. Organize the compilation of the project's safety production management systems, annual safety work plans and emergency rescue plans; participate in the compilation and review of construction organization designs and special construction plans to ensure the pertinence and operability of safety technical measures. 4. Organize various special safety production inspections for the project, timely identify potential accident hazards, issue rectification notices for the identified hazards, put forward rectification suggestions and follow up to verify the rectification results, and establish a problem database and an accident case database. 5. Preside over the identification of project hazard sources, risk assessment, formulation of control measures and emergency plans, supervise the implementation of safety management measures for major hazard sources of the project, conduct key monitoring of major hazard sources, and establish management ledgers. 6. Organize the implementation of project safety education and training, three-level safety education for project personnel, safety technical disclosure and training for special operation personnel, organize various safety activities to enhance the safety awareness of all staff and create a sound safety culture atmosphere, and supervise the project department to complete the obtainment and review of safety qualifications for three types of personnel. 7. Organize emergency rescue drills for the project department to verify the feasibility and effectiveness of the plans; in the event of a production safety accident, immediately activate the emergency response, organize rescue and on-site protection work, and report to the project manager and higher-level units timely and truthfully in accordance with regulations. 8. Cooperate with higher-level departments or organize the project department to conduct investigations into production safety accidents, analyze the causes of accidents, put forward suggestions for rectification and preventive measures, and supervise the implementation of rectification measures. 9. Participate in the qualification review and safety production capability assessment of subcontractors, integrate the safety management of subcontractors into the unified management of the project management system, and conduct full-process supervision, guidance and assessment of their safety production activities. 10. Organize and supervise the collection, sorting and filing of safety management documents for the projects undertaken by the project department to ensure the completeness, standardization and traceability of internal documents. 11. Be responsible for organizing regular safety production work meetings and implementing meeting decisions; timely understand and grasp the safety production dynamics of the construction site, analyze existing problems, put forward improvement opinions, supervise the implementation of rectification measures, review the rectification effects and put forward suggestions for rewards and punishments. 12. Organize the implementation of the project's safety production investment, uniformly plan and implement the safety production investment plan of the engineering project, and monitor the use of safety production investment funds.Job Requirements1. Bachelor's degree or above, majoring in Communication Engineering, Signal and Control, Safety Engineering, Electrical Engineering and Its Automation, Civil Engineering and other related majors. 2. Must hold the Intermediate Certified Safety Engineer qualification certificate (Construction Safety category). 3. At least 5 years of safety management experience in large-scale railway four electrical systems infrastructure projects and operating line renovation projects; have independently been responsible for the safety management of at least 2 medium and large-scale railway four electrical systems infrastructure projects or operating line renovation projects, or served as a project safety supervisor (e.g., Director of Safety and Quality) for more than 2 years; experience in safety management of high-speed railway, ordinary speed railway and urban rail transit projects is preferred. 4. Familiar with national safety production laws, regulations, standards and specifications as well as railway industry safety management provisions, and master construction site safety technology, emergency management and occupational health knowledge. 5. Possess strong organizational coordination, communication and expression, emergency disposal and writing abilities, a strong sense of principle and responsibility; be able to adapt to the construction site working environment and obey the company's project deployment.
